I think it says you can tell more about someone by how they talk about others, than their reputation with how others talk about them. I don’t think that is an absolute rule. Sometimes others can see me more clearly than I can express myself to you. So what others might say about me might be more accurate than how I express myself and perception to others.

It means if someone says not very nice things about others they are not very nice themselves; if someone says kind things about others then they are kind also.

Maybe the second “you can tell” is not necessary… it should make perfect sence without it.
